Locations where HR Managers are in high demand/week7

After researching from City Town Info.com, I found out that there are more than one city in high demand for HR Mangers.  The city with the highest demand was found to be New York, New York at 4,810.  The salary for this position as of 2008 was listed as $116,830.  Although New York has the highest demand, its not the highest paying city for this career.  Oakland, California was listed as paying $132,580.00 a year but only has a demand of 640.  Chicago has a demand of 2,630 and pays $108,230.00 a year which makes it the second location in high demand.  
 I wouldn't consider moving to neither location due to my son needs.  My son has an agent for acting and modeling here in the Atlanta area and can not live within a 100 miles from the city of his agent.   Moving wouldn't be an option even if my son wasn't under contract because we know no one in New York or Chicago.  Chicago economy has took a plunge over the last few years and has become very violent.  The crime rate is very high in Chicago and the city is heading for bankrupt.  New York is too big for me to live and take my son to unfamiliar territory.  Bullying has grown since I was a kid and being the new kid especially from a different state is even worse.  
The only positive I can think of would be the salary change.  It would be nice to live in California to start making the salary offered there, but it wouldn't be fair to our family to move farther away from Georgia.  Most of our family lives in Augusta and Majority still reside in Florida.  Our family was a little upset when my son and I moved to Atlanta, so I know they will not accept us moving to New York, Chicago, or California.  I'm also not a fan of snow, I panic and have anxiety attacks when I have to drive in snow.  I am aware that it snow's heavily in New York and Chicago so these two locations would definitely be a no for me to live in.
